On high the radio output is to high for land use. I am not sure now but it used to be quite a large fine. If its a dipole element then it has everything it needs and no ground required.

Yeah Woody is correct and Skeeter is correct. A CB radio would not function and it is illegal to use on on land without the proper certifications. It you will be anywhere near the water the USCG has recently been upholding the law more often regarding the use of marine radios and it isnt actually that hard to triangulate your position.
