As said before check to make sure all connections are CLEAN and tight. The engine will turn over by hand but at compression stroke it is hard to do.

Engine wont turn over with spark plugs in. The power supply may be adequate to turn the engine over without plugs but it may not be adequate to turn the engine over with plugs in. MAKE SURE you jump start CORRECTLY with very good contact on terminalsyou must have the right voltage which takes any contact but right amperage as well which takes sufficient contact to pass that much currently in a given time. Finally check that the engine is easy to turn by hand at the pto without plugs in it youll know the engine turns freely and this will eliminate the possibility of issues with the. Dougtractor could be a bad starter which will not have enough power to turn the engine over once it is under compression. Depending on your engine this could also be caused by valves that are out of adjustment.

If the engine wont turn over and the starter is good then there could be a mechanical issue. Try turning the engine manually but remove all the spark plugs and see how this feels. If there resistance probably.
Thanks Willy yeah I meant when I remove the spark plug it turns over all day long. I also ran the jumper cables directly to the starter with the spark plug in and it still wont turn over. I believe that it should still turn over even with the Decomp mechanism removed.

Hello there are two things likely causing this. Valve stemguide wear allowing oil in the cylinder resulting in a hydrolock issue. Valves out of adjustment and not opening properly.
These engines have a compression release built into them. It opens the exhaust valve slightly to let the engine turn over more easily. If the adjustment is out of whack it wont open stalling the starter.
This is why it will crank over no problem with the spark plug removed. Put the plug back in and the compression wont let it turn over. Its a small car with a 15 liter 4 cylinder engine.
When I turn the key to Start the engine cranks but will not fire. But when I turn key from on back to off I hear a click in the distributor cap and what sounds like a power stroke occurring in one cylinder. The coil seems OK.

I removed both the intake and exhaust still same problem. When it did run it ran well but would puff blue smoke when you mowed up a steep incline. Insert a spark plug tester into the plug boot and ground it on a piece of metal on the engine.

I just purchased a Husqvarna rz4621 when I turn the key to start it barely turns. Out jumped cables on it didnt help. Took spark plug out.
Have plenty of spark. Turn key while plug is out and motor cranks over fine. Put spark plug back in and motor doesnt wanna turn again.

Have you checked for spark. Pull a plug put the boot on and have someone hold the plug against the block while you crank just hold the rubber boot with your hand and have them look for or hear the snap - if all is good there on all plugs start looking at a fuel problem - it would be a good idea anyway. IF OPR 1 isnt getting power through the seat switch the kill wire will be grounded preventing spark.
You can do a couple things to test- FIRST- With the key in the ON position loadunload the seat. You should hear the carb fuel solenoid OPRs CLICK. IF NOT you arent getting power through the seat switch.
