It sounds like the fuel filter is stopping up. Fuel filter should be changed every 50 thousand miles or so. If the filter is bad it wont be long until the fuel pump has to be replaced located inside the fuel tank.

Check EFI fuel pressure. Merc has had problems with pumps after they sit a while. I actually uncrimped the ends of my fuel pump pulled it apart cleaned up the turpentine bbs and put it back together.

Possibly could be a primer but I usually see those cause more problems on top end. Get a spray bottom with 5050 mix. Spray the premix fuel into hole in the EFI air silencer the cast box on the front of the motor.
If the motor takes off it would be a fuel delivery problem. I have once pinched a fuel hose to a carb when reassemble a power head. It is easy to do.

I have a 2001 mercury efi 200 boat motor it will run. Sounds like a wire issue as when u lower it u pull the connector out just so it does not make contact with the ign or ur pinching a fuel line. The other issue might be a faulty oil sensor.
Check ur oil level. If its a 2 stroke disregard that. Attach another fuel line to the outlet and clamp it off tightly.
Prime the bulb and keep an eye on that hole in the back of the pump. If fuel is visibly leaking through it your diaphragm is bad. Fuel pumps can easily be repaired using the proper fuel pump.

A fuel pump rebuild kit is needed every so often with outboard motors. The inner rubber diaphragm can develop cracks or pin holes that effect proper fuel flow and inner check valves and springs can break causing complete pump failure. Older motors can have pre-ethanol components that should be.

Their is a fine mesh filter after the fuel pumpin that housing. That has give us problems. You cant buy one.
Cleaned it carb cleaner. Cleaned it with soap and water at powell once. If you havent changed hose in awhile i would.
From the tank all the way to the fuel pump.
