No Spark would most likely be stator ignition switch or pack. Start by disconnecting the stop wire BlackYellow wire on the powerpack and re-test. If ok the ignition switch shift switch or harness has a problem.

I have a 2000 mercury 20hp 2 stroke it has compression it has fuel but no spark it ran with a sluggish sounded like one cylinder was firing so I replaced the plugs and one plug wire was broken so I put a new wire on too and it ran like a scalded dog for about 1 hr went back to the boat ramp and had my buddy get the trailer and it stalled about 4 times but kept turning. It will only run on two cylinders. By process of elimination unplugging spark plug wires I have isolated the problem to the top cylinder - the engine wont run at all if the wires on cylinders 2 or 3 are disconnected. I replaced the spark plug in cylinder 1 - no change.
I then swapped spark plug wires -no change. Check the reading on the switch box terminal AND on the ignition coil terminal. You should have a reading of at least 150V or more at both places.
