I checked for power at pins 39 on the 7-pin and only have power present there with blinker and not brakes. Ive check all fuses related to the tow package 1351941 and all are good. I tested the trailer on another vehicle and the brake lights work.

Obxlvr13 you didnt mention if your brake lights work after the trailer is disconnected. Like mentioned the BCM controls each rear lamp with an individual circuit. Each individual circuit is not fuse protected.
If those individual circuits are tapped for additional lights its possible this overloaded the drivers in the BCM and burned them out. In the event that all of the lights seem to be dim or the lights are not on at all inspect the trailers light harness connection right at the truck. Your first port of call would be to unplug the harness and then use a tester.
The trailer light tester when plugged in would immediately inform you if the problem stems from your truck. No trailer right turn signal or brake light.
