Most new radios have a remote so no need to toggle the acc wire in my opinion especially if you have a dual battery set up and turn them off at the perko switch. Many outboards wont start in gear and its easy to accidentally knock the gear shift into forward or reverse. Make sure youre in neutral.

With carb right-side up if you blow in the fuel inlet air should pass. Turn the carb upside down and blow and no air should pass. If the float needle is stuck in the orifice the bowl wont fill with fuel and the motor wont start.

Also if the bowl vent is clogged the bowl wont fill.
