All air was bled out of the system due to noise when turned. Fluid is at correct level. When the engine is started the fluid is sucked out of the reservoir.
Added fluid to correct level again. The fluid shoots out the cap. The steering wheel was not turned.
The pump was whining fluid was bubbly i could hear the pump cavitating and fluid was leaking out of the reservoir cap. With the cap open and the engine ON the fluid was FOAMING. I thought there was air in the system.
I replaced the reservoir and the reservoir seal with OEM parts bled the system with wheels up in the air till the bubbles stopped coming out. Wipe the power steering cap and area free of dirt. Remove the power steering cap.
Use a siphon pump to remove as much fluid as possible from the power steering fluid reservoir. With a helper in the vehicle raise the vehicle on an appropriate hoist. If you are saying it is coming out the top of the reservoir the problem is that there is air in the power steering system.

If you depress the brake pedal after you shut off the engine it will dump approx 55 ml of additional fluid into the reservoir. Adding that fluid volume on top of the additional fluid expansion due having 1250 ml instead of 750 ml could easily overflow the reservoir. So it is very likely the reservoir on the pump is too small because it was not.
First thing to do is clean out the reservoir and the screen at the bottom you can use brake cleaner or good old soap and water just make sure it is clean and dry before you put it in. I searched but couldnt find anything definitive. There are absolutely no other symptoms except that the fluid seems to be coming out through the cap. I tried to find a very slightly larger o-ring for the cap but it is still leaking out.
You are correct to assume that the problem may also be the rack or the pump you can check the pump to see if the fluid is circulating by disconnecting the return line from the reservoir then connect the hose to a jar to collect any fluid that will come out start the engine and let it idle this should start to fill the jar up with fluid it should only take a few seconds since. Get over to the Ford dealer and buy a new reservoir itll come with a new filter. The filter gets plugged from steering rack. There is no need nor do you want to pull fluid into the vacuum reservoir due to the size of the reservoir youll pull it right into the hand pump.
