When you spray the wand releasing the pressure the pump will turn back on. Pump is running too fast causing cavitation before prime.

Shurflo diaphragm pump not working. If your Shurflo pump is cycling on and off and the outlet side of the pump is closed check for leak on both the supply and exit side of the pumps also the pump valves may be contaminated with debris causing and internal leak and the pump will not hold pressure. Using a pump strainer on the intake side of the pump helps eliminate particles from entering the pump. Inspect the rubber diaphragm in the water pump.
If the pump turns on but doesnt pump any water this could be the problem. Remove the three screws that attach the pump casing to the pump head and check for any damage to the rubber diaphragm. When you spray the wand releasing the pressure the pump will turn back on.

Upon filling with water to prime the pump we found that the pump runs but no water comes out. 1 Disconnected inlet and outlet pipes from pump and blown threw them 2 Cleared and washed out filter 3 Checked all taps were down several times up and down. As you have had the pump sat for a year the diaphragm is more than likely dried out.
When you have a new pump it will have end caps on it to keep a bit of water inside. Connect the pump to your tap then run it which will then wet the diaphragm this will hopefully resolve it. If your pump motor is running and its not moving water then there is a blockage in the intake.

To solve this priming issue in a matter of seconds slow down the pump by using the air regulator to decrease the air pressure entering the air valve. This is what prevented the pump from working. In fact this pump did have a strainer in the line between pump and tank. If the relay is working properly you should have battery voltage aproximately 12 volts showing on your meter.
If not and all other test procedures results were correct you have a bad relay. If you have 12 volts on this test we have confirmed the relay is good and the trigger signal from the air ride module is operating as designed. IIRC the shutoff switch is a small micro-switch that is activated by a diaphragm pressure sensor that is. However after putting it all back together the water pump a Shurflo Trail King 7 started to pump intermittently even when everything all taps were closed.
