If you did a bench test on the starter and the bendix engaged that is good. A grinding sound can occur when one of two things happens.
I am putting together a 69 350.
Starter engages but does not turn flywheel. The forks inside the starter may be missing or broke off or bad spring in starter that pushes the gear out. Starter may have to be shimmed to make contact with flywheel. Starter may be kicking out but not engaging flywheel.

Make sure it is the right startersometimes starters for autotrans will be shorter or longer which will cause the starter gears to either be too far back. When you read the battery voltage was that while trying to start the engine or just sitting there. If that was the voltage while starting the engine then you could have either a bad starter solenoid cable connections starter or ground connection.
That is IF you can turn the engine over by the flywheel. If the engine is locked up it wont turn. It takes a lot more current to turn the starter and the flywheel than it does to spin up the starter out of the car.

Just replaced The starter. Flywheel is very hard to turn by hand. The mechanism to engage the flywheel is faulty probably the solenoid that activates it is either faulty it moves its internal parts to make contact and so the motor spins but it is not pulling the engaging mechanism at all Starter spins but doesnt engage.

I can see the starter spinning when I turn the key but it does not extend upwards and engage the flywheel. How can I tell if it is the solenoid or the starter that I need or are they one in the same. I am putting together a 69 350.
When I hit the starter it engages the gear into the flywheel but it does not seem to want to disengage. I can stop the starter and the see it does not seem to be stuck on the flywheel. I test the starter on the bench and it disengages back great.
Just not so good in the engine. I have tried shimming with no luck.
