If I understand the problem you turn the key you hear the starter engage but the engine itself does not turn over.
Sounds like the gear that connects the starter to the fly wheel may be damaged. To check remove the starter and inspect the end with the gear for any teath missing or damaged. A lot of times and on most vehicles when the Starter turns over but will not engage that means the Bendix inside the starter is not pushing the starter gear out to engage in starting your engine.
Best solution would be to just simply replace the starter. There are several reasons why this can happen but if you turn the key and the engine does not even turn over you have already eliminated some of those reasons. Poorly tuned engine empty gas tank etc.
When the starter does not even turn the engine the problem is. Probably the starter is going bad. It hits a worn spot on the inside so it cant engage to turn over but most of the time it is not at the warn spot so it engages fine.
Make sure the ground is tight and not corroded and the battery post and clamps are not dirty sometimes a bad ground connection or corroded batt. Posts can cause intermittent failure. If it fails again try the old fashion test by crawling.

Hydrolocking happens when an engine gets a large amount of fluid usually water or coolant in a cylinder or two. That is IF you can turn the engine over by the flywheel. If the engine is locked up it wont turn.
So rule that out first. Then go to the connections at the starter solenoid and even the starter and ground cable at the engine. You can also jumper the starter solenoid to see if you can get the starter spinning.
If you can you have a bad starter solenoid. If you cant it could be the starter itself. My old starter would click but not turn the engine over.

If there resistance probably theres a problem in the pistons or crankshaft. Make sure the engine plate isnt bent. If it spins either the starter is way off on alignment not hitting the teeth on flywheel or is bad.
