When the starter motor is activated the pinion gear should engage the flywheel ring gear and crank the engine. If the starter motor is spinning normally but not engaging with the engine then it will be one of two things. The solenoid isnt pushing the bendix out so the solenoid is faulty.
The other possibility the worst scenario is some teeth have sheared of the flywheel and so the bendix is engaging nothing. If the starter spins but doesnt engage the solenoid is most likely the issue not the brushes. If its worn out to the point that the solenoid isnt passing current might as well look into a new one to be safe.

Try turning the gear again just to make sure it is for sure your starter clutches. Then take the 17mm nut off the flywheel put on your puller and take the flywheel off. Once you break it off youll see on the backside of the flywheel are the starter clutches.
